NET::ERR_CERT_AUTHORITY_INVALID means that the root certificate is invalid or absent.
In my case, the root certificate was absent because I reinstalled Windows.

If you have the root certificate, then you can make it trusted by Windows.
If you do not have the root certificate then you can build a new certificates chain of trust.
