Upwork: some Unicode characters are incorrectly rendered as «??» in a portfolio item's «Project Overview» field

Step 1.
I use some non-ASCII characters in a portfolio item’s «Project Overview» field.
They are correctly shown before saving the portfolio item.

Step 2.
But after saving the portfolio item some characters are incorrectly rendered as «??».
