How did I fix «Could not create directory /home/<username>/.ssh» for Cygwin?

Step 1

I ran in Cygwin:

mkpasswd -l >/etc/passwd

Step 2

I removed all other accounts except mine from /etc/passwd, and then adjusted the home path for my account:

dmitry:*:197608:197121:U-dmitry-pc\dmitry,S-1-5-21-2593382467-3257137941-298862785-1000:/cygdrive/c/tools/shell/home:/bin/bash
