How can a foreigner with a residence permit to get «Vergi Mükellefiyet yazısı» («Tax Liability letter»)?

The way via e-Devlet turkiye.gov.tr/gib-ivd-mukellefiyetyazitalep does not work for me because this service redirects me to the Tax Offfice website ivd.gib.gov.tr which does not authenticate me via e-Devlet for an unknown reason:

The solution is to upgrade a «Potansiyel Vergi Kimlik Numarası» / «Non-citizen's potential tax number» to a real one.
